Am I getting Lowball offer?

I currently work at Accenture and, after 4 years and 3 months of experience, have a fixed pay of 7.33 L (7.9 L CTC). I recently qualified for Senior Data Engineer at IBM and got an offer for 13.92 L (1299200 fixed, 66342 PF and 26537 Gratuity). I wanted to check if this offer is fine or if I am getting a lowball offer for the Gurugram location.

Even we are free pool, they didn't leave the employee ideal, instead they created a new team for internal Projects asked to work on the tasks and application setup. And another team can contact us for solutions of they stuck up somewhere. So there is mo technical work gap and we worked on new things on our own during this free pool time.

Forcefully asked to put on papers without any project opportunity. No interviews were held with client or ny other client opportunity but they added me to PIP. I'm in PIP for almost 5 months without any interview or technical assessment.
