No job security, There is no work culture no time management between employer and employees

I dislike everything because there is not freedom of to use phone everything is restricted manner which creates concise

Work Details

Hectic there is no time management once you started your work day but there is not fix time to leave the office

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
