Worst company I ever worked. No yearly salary increment, no festival bonus, no proper Travelling allowances, part replacement taking 1 months.

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
