Career growth is slow because it is a small scale industry

Work Details

I struggle a bit in the beginning as there was no formal training session. I learnt a lot on the job.

Work days: Monday to Friday (Strict Timings)

Work related travel: This is a desk job.

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
