I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?

Such a terrificaly horrible politics. Only "one man army" governed by a person that is at intial level of position. Distribution of subject is unclear given to any one at any time....Ha..Ha..ha....Fire anyone at anytime...without any reason...with a lot unanswered questions....ha..ha..ha...well Karma Philosophy...work at its own way.
