Freedom of project execution is very low need to give explanation for very very small activities

Work Details

My work is highly challenging as I am Project Manager and have to manage two big projects with very limited resources. Need to complete the project as specified by management less 4 months compare to client target.

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
