workforce management, when retention in the project is high, they won't retain people, instead will offer higher salary to someone new, so lot of hours get wasted of the employees in training etc, and workload gets high. This happens in a loop. Though it defers project to project i believe.

Most of the Users don't have minimum basic knowledge on how to use the computers and what they are doing with it. All the old employees are mostly got the jobs through recommendation.
