Even though the bosses and more experience leaders are supposed tomanage how things are organized and gather what the client needs, the main responsibility falls on the developers. They not only create the apps but also have to find out what the client want. If things don't get done on time or if there are problems with clients, the bosses usually don't know much about the technical side of things and often talk without a good reason.
