Work environment is not good Teammates are very supportive and they don't have have caferia or a place to chill and also they don't provide a good pc and mouse to work . They don't give a good appraisal

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
