Everything is in the hands of managers, if the manager is happy then even if a person does not know the work he will survive get all the benefits. I have seen cases where an employee got demoted after 8 months, because the managers had previously given a higher designation by mistake. The HRs do nothing. A lot of politics n favourism persists.
