Overall company is good for all nationality not too much pressure but salary offered by company is quite low for non Arab people

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?

I feel happy to work here but now a days situation of Saudi Arabia crises i think that my job is not in save so i need to relocate to other country like Dubai & other countryes
