Salry, Incentives, Allowance and settlement process is extreme poor and after spending 3 yr and 9 months with this company i got only 30 days leave encashment i don't know how they calculate

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
