Company have good plan and idea for employees and future growth, Process and SOP. But middle management don't want to growth the company.

Middle management was not good like HR, Operation, middle Management showing manpower figure to top management but on ground always shortage of manpower. New process always discussed with only uper line on ground team work without tranning. On mail when I informed to top management and hr team about this issue hr advised me take some leave and work again, but no one ready for solutions.
