6.67 TA Execution Coordinator (Ref Div: OAT)

6.67.1 Qualifications and Experience:

TA Execution Coordinator shall have B.Sc. Degree in Mechanical Engineering, with at least Fifteen (15) years related experience in Refineries, Petrochemical, Oil and Gas industry, with good command of English, both spoken and written. He shall be experienced in managing execution of turnaround maintenance activities of oil & gas static equipment like air fan coolers, heat exchangers, vessels, columns, reactors, heaters, tanks, boilers, piping repair jobs, etc. Experience in managing maintenance of Reactors/Regenerators and other equipment in Refinery CCR Unit, RFCC Unit, Sulphur Recovery Unit is preferred. He shall have experience in managing large Teams and Contractors during turnaround events. Excellent communication and interpersonal skills to effectively work with cross-functional teams. Experience in handling multi discipline TA related scope. Ability to manage multiple priorities and meet deadlines in a fast-paced environment. He must have recent experience as a TA Execution lead / coordinator in at least six (6) large scale turnarounds in different areas. He shall be well versed in MS Office (Word & Excel). Demonstrated problem-solving and decision-making skills to resolve issues and conflicts during turnaround events. He shall have excellent knowledge and experience in TA Preparation including setting of Temporary Site Facilities, Workshops, Site preparation, tagging, conducting SIMOPs. He must be physically fit to work in Oil & Gas environment. He shall have confined space entry training and medical fitness certificate.

6.67.2 Primary Tasks

a) Reporting directly to the Qatar Energy TA Team.

b) Liaising with Qatar Energy Turnaround Management, Qatar Energy Maintenance Engineers, and Planning Engineers daily.

c) Identify all TA Preparation phase requirements including, temporary site facilities, setting of fabrication workshops, Hydro-jetting Facilities, Valves overhauling facilities, other miscellaneous facilities and closely work with Planning & Scheduling Engineers for developing a detailed TA Preparation plan.

d) Review the Piping Repair scope and coordinate the preparation and execution activities.

e) Closely monitor and assist in managing all pre-TA preparation activities targeting timely and safe completion in line with TA Preparation Schedule.

f) Closely coordinate the preparation of TA detailed execution plan with Planning and Scheduling Engineers, Static Equipment Engineers, Workshop Engineers, and other Discipline Engineers and provide inputs in developing the detailed execution plan and schedule.

g) Closely coordinate with other Projects Contractors & MOC Execution Contractors, participate in SIMOPS, and assist in preparation of integrated schedule targeting clash free execution of TA Maintenance activities, Projects, MOCs etc.

h) Develop and maintain strong relationships with all turnaround stake holders, Turnaround Execution Contractors, Sub-Contractors, vendors, Project/MOC Contractors.

i) Indicating strategic issues to the Qatar Energy Turnaround Management and provide mitigation proposal for action.

j) To Propose a process to overcome bottlenecks on the critical path which could result from various factors (e.g. Turnaround Contractor resources or performance, Spares / material issues, manpower fatigue, etc.) and to propose contingency / mitigation / recovery plan, as required

k) Closely monitoring the critical activities, critical path progress and provide upfront mitigation measures.

l) Closely monitor un-planned/discovery jobs during the turnaround and identify potential issues and risks in the turnaround execution plan and propose contingency plans.

m) Assist in managing the daily conduct and performance of the shutdown execution team (Static Equipment Engineers, Mechanical Supervisors, other Discipline Engineers) and conduct regular progress meetings.

n) Make certain that all HSE standards and regulations are followed during turnaround execution.

o) Ensure Maintenance Activities are performed in quality manner.

p) Highlight day-to-day execution issues and propose remedial action.

q) Provide inputs on turnaround lessons learned and improvement suggestions.
