1. JOB PURPOSE

1. High quality serviceability and sustainability of airfield civil installations.
2. Provide serviceability and sustainability of all the civil installations in compliance to the statutory and state policies and guidelines.
3. Provide sustainable safe operational conditions of the civil infrastructure and advise on the status of the infrastructure on a continual basis.
4. Utilize the available resources optimally.
5. Provide technical, commercial inputs and support in the continual improvements of airfield civil installations.
6. Provide support and ensure effective quality control and quality assurance during execution and maintenance of civil installations.
7. Managing the Airfield civil infrastructure team.

Major Activities

Management of Airfield Civil Infrastructure

• Preparing the schedules for preventive maintenance, and inspection of airside Civil installations including the critical pavements Runway, Taxiway, Apron, Isolation parking bay, Security wall, Airside Drainage structures, Airside Buildings.
• Inspecting and supervising all maintenance activities meticulously & inspection of Capex and Opex works and monitoring the progress of works
• Reviewing the inspection reports and ensuring corrective maintenance based on inspection reports for all the installations.
• Preparing the planner for the critical activities like rubber removal on runway including obtaining NOTAM

Study analyze and decide the action plan to arrive at safe reliable strategy which is safe & economical

Ensuring optimum utilization of budget, resource & Time

• Effective resource allocation, monitoring & supervision the all-airfield civil maintenance activities
• Reviewing the activities performed and developing action plans to optimize monitoring the time and resource.
• Implementing of strategy planes to ensure nil wastage

Technical Decisions & Evaluation to support the operations

• Support the management in respect of serviceability and unserviceable conditions to ensure the no risk during operational conditions
• Conducting technical evaluations like pavement condition inspections, retro-reflective ness of airside markings, rubber deposits on runway, and unevenness of Runway and surface friction assessments of Runway.
• Providing Technical Evaluations, input on all the airfield civil installations based on inspection reports & previous working conditions

Management of Manpower & Resource

• Allocating the Manpower, Machinery for maintenance activity i.e. activity wise, location wise and depending on its criticality.
• Approving 24X7 operating for the duty roster for the team members and reviewing
• Co-ordination of maintenance work with team members, outsource team with other divisions like operations & Safety in view of carrying out maintenance / construction activities on airfield on daily basis and making available of manpower in all the shifts 24X7 & monitoring of all shift activities to perform the maintenance, preventive maintenance & corrective maintenance for all airside civil installations.
• Monitoring the inventory for consumable & Spares of airfield civil team and making available of consumable like paint, patch fix, sealants to perform maintenance activities to ensure unhindered maintenance management
• Execution, monitoring, testing & supervising of all the civil related works on airside

Contract management

• Making technical decisions with respect to safe reliable operational conditions
• Compiling the weekly, monthly & quarterly reports of team
• Monitoring effective budget utilization of the Department
• Ensuring preparation & payment of the Maintenance Contract Monthly Bills
• Ensuring preparation & payment of the Interim payment certificate
• Ensuring payment, the bills for the consumables
• Management of the impress Account
• Providing the solicited proposal to improve the infrastructure in Airside
• Preparing the RFP
• Evaluating the contract proposals technically as well as commercially & recommending for obtaining approval
• Conducting the weekly progress review meeting with contractors
• Conducting/ attending the monthly review meeting with AFC internal meetings
• Attending the weekly review meeting with HOD
• Attending the weekly MOWP meeting to obtain the works permits and to permit the works in airside
• Preparation and revision of SOPs
• Supporting the project team by giving existing input data of installations & support as required.

1. JOB SPECIFICATION

5.1. Education qualification and certifications (Indicate the level of education and certifications required)

• B. Tech. / B.E In Civil Engineering
• Knowledge of ICAO Specifications, construction and maintenance specifications and guidelines as per IRC, BS, ASTM, and AASTHO specifications.

5.2. Years of Experience (Years of relevant experience required)

• 2 to 4 years of experience in middle level management in infrastructure construction or maintenance in road / airport sectors.
• 10 years of total experience for B.E Civil, or 14 years of total experience for Diploma in Civil, in fields of execution, supervision or maintenance of infrastructure works.

5.3. Computer skills (Indicate the required knowledge on software, applications, hardware etc., that are required)

• MS Office

5.4. Knowledge and work skills [Indicate what knowledge (machines, equipment, processes, systems etc.,) and work skills are required]

Well versed with construction & maintenance of pavement. Should be well conversed with study, understating, evaluation of the technical needs & the statutory requirements specific to airfield installations. Should be able to maintain the critical pavements and longtime prediction modeling to ensure safe operational installations.
