I feel good to work with the company but not staffs.. And I request to takeover the problems from staffs. Company rules are want to change. Eg: penalty for late coming ( for 5 mins)

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
