Earlier company was best because of open work culture, job security but from past two years things are getting worse. However CEO talks are good but his team is like nothing.

If you have nothing, then this organization is good to start. Not for learning but only because of mother reputation

It's most of the work was outsourced to outside organization. This was the main reason , company culture are not so professional and increments and other benefits are very low comparison to it own subsidiaries.
