Very bad experience in my carrier,there is no growth,

Very poor or illiterate management,work without expense,or salary is cut every month after joining 2 months ,25%,30% to 50% without prior notice,

I recently joined a new company, and within 10 days, I received a more attractive offer from another company. Can I resign without serving the notice period? Would declining any salary and relieving letter (Experience Letter) it easier for the company to agree to my departure?
