HR are very unprofessional, they only works when HOD orders them they do not even take decisions for their own work. Even they can hold your releaving letter after giving handover also just for the personal grudges of HODs. There is many departmental issues and favoritousm things, if you agree with all their terms then you are their favorite other wise they can publicly target you and insult you.
