Job Description: Procurement & Supply Chain Management

Position Summary:

We are seeking an experienced Senior Manager Procurement & Supply Chain Management to lead procurement, subcontracting, and supply chain functions for Jal Jeevan Mission projects. The ideal candidate will have a proven track record in managing procurement strategies, vendor development, contract negotiations, and inventory management, ensuring seamless project execution within defined budgets and timelines.

Procurement Management:

• Procure construction materials, consumables, safety items, and equipment including DI Pipes, fittings, RCC Hume Pipes, MS pipes,HDPE Pipes,fittings,DG Sets, pumps, valves, solar plants, Steel Reinforcement Bars (Rebars),Concrete,cement, Mild Steel Plates, Formwork Materials, Steel Reinforcement Bars (Rebars) and other water supply infrastructure components.aggregates, and ballast.
• Evaluate RFQs, analyze techno-commercial bids, and finalize contracts with vendors ensuring alignment with project requirements and budgetary constraints.
• Optimize procurement cycles from PR to PO/WO to ensure timely order placement and delivery.

Subcontractor & Vendor Management:

• Identify, onboard, and manage subcontractors for civil works, including earthworks, structures, and pipeline construction.
• Build and maintain vendor relationships; conduct negotiations to secure favorable terms for materials and services.
• Oversee vendor performance evaluation based on delivery schedules, quality, and financial strength.

Contracts & Compliance:

• Draft and manage contracts for construction works such as OHTs, tube wells, pump houses, and boundary walls.
• Ensure compliance with organizational procurement policies and project-specific requirements.
• Monitor procurement operations to ensure quality, timely delivery, and cost control.

Inventory & Logistics:

• Plan and schedule shipments, coordinate inspections, and maintain inventory control for efficient project execution.
• Develop and maintain MIS for procurement activities, including price lists, supplier information, and progress reports.

Strategic Leadership:

• Implement key procurement strategies to achieve cost savings and operational efficiency.
• Provide leadership in project planning, material management, and resource allocation.
• Collaborate with cross-functional teams to support overall project goals.

Qualifications & Skills:

• Education: B.Tech in Mechanical/Civil Engineering or a related field.
• Experience: 15+ years of experience in procurement and supply chain management for large-scale EPC or construction projects.
• Technical Skills: Proficiency in SAP MM Module, ERP (Oracle), and procurement planning tools.
• Strong knowledge of contracts, vendor development, and inventory management.
• Excellent negotiation, analytical, and communication skills.

Preferred Experience:

• Working knowledge of materials used in large-scale infrastructure projects (e.g., DI Pipes, RCC materials, aggregates).
• Prior experience managing procurement for government or public sector projects (e.g., UPJJM,).
• Demonstrated success in cost-saving initiatives and process optimization.
