Project Site Head- Bhuj

Location :Ahmedabad

Job Objective

  • To coordinate various requisite MOEF Clearances for various transmission line proposals of Adani Transmission in State of Gujarat.
  • Expertise in obtaining Forest Clearance, NBWL, ESZ Clearance, CRZ clearance, etc. for Transmission line projects from MOEF and concerned State Govt authorities i.e., Forest, Wildlife, etc. and online submission of aforesaid clearances application at MOEF Portal etc.
  • Identification of forest land/protected area (i.e., National Park, Wildlife Sanctuaries etc.), preparation of proposal for diversion of forest land/protected area and get forest/wildlife and other related MoEF clearances for construction of the transmission line project.
  • To ensure legal and statutory compliance with the conditions stipulated in clearance letter (s) within the time frame.
  • Good understanding of Env & Forest Law and Policies & in-depth knowledge of Forest Conservation Act, Forest Right Act, Wildlife Protection Act and its rule and regulations amended from time to time in India.

Principle Accountabilities & Roles and Responsibilities

Principle Accountabilities

  • Broadly, the role and responsibilities include coordination with survey team and project team for requisite inputs for clearance application of transmission line proposal.
  • Role and responsibilities include study of transmission line proposal and optimization of route alignment by minimizing environmental sensitive areas i.e. forest land/protected area (i.e. National Park, Wildlife Sanctuaries etc.)/ CRZ area, ESZ area etc. and prepare proposal for forest area/protected area/CRZ area and get forest/wildlife clearance and other related MoEF clearances and submission of respective proposal along with all requisite information, maps, documents, KML file etc. in accordance with provision of respective Acts i.e. FC Act, WP Act, etc. if any.
  • Role includes close follow-up of respective proposal at site level from concerned authorities of State Govt. (i.e., RFO, DFO/WLW, CF/CCF) and forwarding of proposal to Nodal Office for further processing to Central level to obtain Forests, NBWL, ESZ clearance in time bound manner for construction of the transmission line.
  • Role also includes to provide responses to observation (EDS) raised at Site level by concerned forest authorities (i.e., RFO, DFO/WLW, CF/CCF) in time bound manner for grant of respective clearances (i.e. Forest, NBWL, ESZ etc) under respective Acts and its rules, regulations.
  • Regular monitoring and preparation of compliances reports for aforesaid clearances i.e. Six-Monthly Report/ Annual report.



Role & Responsibilities

  1. FOREST CLEARANCE:
  • Study of route alignment and its optimization wrt Environmental sensitive area
  • Preparation and submission of forest proposal (Part 1) along with all requisite information, maps, documents, KML file etc. as per provision of FC Act in coordination with Project/Survey team
  • Acceptance of proposal by Project Screening Committee (PSC) of State Govt
  • Submission of requisite number of hard copies to concerned authorities i.e. DFOs, DC etc. in accordance with provision of FC Act
  • Coordination for FRA process i.e. conduct of gram sabha, SDLC and DLC meeting along with FRA process and issuance of FRA certificate from District authorities.
  • Part II by DFO which includes Site inspection, Tree enumeration & tree felling numbers and Cost of trees, Compensatory afforestation scheme on degraded forest land, NPV calculations, Recommendations etc.
  • Part III by CF including Site Inspection (if applicable) and recommendations.
  • Site inspection by Nodal officer & RMoEF Officials if any
  • Responses to observation raised at each level during processing of proposal.
  • Issuance of demand note from respective DFO/concerned authorities towards mandatory forest payments i.e. CA, NPV, Medicinal Plantation etc.
  • In case of non-forest land for Compensatory Afforestation (CA), Identification of land required for CA & transfer of same in name of Forest Dept. for Stage 1 compliance to obtain Stage-2 Clearance.
  • Preparation and submission of Stage 1 compliance report along with all requisite documents to DFO
  • Obtaining working and tree felling permission for execution of the Project.
  • Forwarding of compliance report to State Govt for Grant of Stage-2 approval (Final approval) by IRO
  • Handling and taking over of diverted forest land and obtaining final Forest clearance order from State Govt
  1. DISTRICT COLLECTOR CERTIFICATE UNDER FOREST RIGHT ACT & ITS PROCEEDINGS
  • Coordination for FRA process with site team and district authorities
  • Conduct of Gram Sabha.
  • Proceedings of SDLC and DLC meeting along with complete supporting documents and
  • Issuance of FRA certificate from District authorities.
  1. WILDLIFE/NBWL CLEARANCE:
  • Study of route alignment and its optimization wrt Environmental sensitive area
  • Preparation and submission of NBWL proposal (Part 1&2) along with all requisite information, maps, documents, KML file, wildlife management plan /animal passage plan, if any etc in accordance with provision of WP Act in coordination with Project/Survey team
  • Site inspection and forwarding of Part 3 with recommendation by DFO/WLW
  • Forwarding of proposal to Chief Wildlife Warden for Part 4 recommendation
  • Responses to observation raised at each level during processing of proposal
  • Issuance of demand note from respective WLW/concerned authorities towards mandatory wildlife payments.
  • Preparation and submission of Wildlife Clearance compliance report along with all requisite documents to WLW
  • Forwarding of compliance report to State Govt for Final Order from CWLW
  • Obtaining working and tree felling permission for execution of the Project.

  1. ECO SENSITIVE ZONE (ESZ) NOC/CLEARANCE:
  • Role includes preparation of application for NOC of ESZ in coordination with Project/Survey team.
  • Follow-up of application with concerned authorities and ESZ Monitoring Committee of State govt, at site level
  • Preparation and submission of additional information/clarification to authorities/Monitoring Committee, if any sought and
  • Forwarding of ESZ Monitoring Committee recommendations to CWLW of State govt to obtain ESZ NOC/clearance.
  • Working permission and tree felling permission in ESZ area from concerned authority of State
  1. COASTAL REGULATION ZONE (CRZ) CLEARANCE:
  • To assist head office to provide all requisite data for CRZ application i.e. requisite information, maps, documents, KML file, if any etc. in coordination with Project/Survey team.
  • Coordinate with consultant regarding Baseline study for preparation of EIA Report & CRZ demarcation report
  • Preparation and submission of additional information/clarification to authorities/Monitoring Committee, if any sought and

  1. MONITORING AND COMPLIANCES:
  • Monitor progress of clearance proposals as per targeted plan on monthly, weekly & daily basis & take corrective actions for timely execution.
  • Monitoring and preparation of compliances reports for aforesaid clearances i.e., Six-Monthly Report/ Annual report
  • To lead activities pertaining to the clearances with the respective Project site team for achieving project targets and develop team members through training on functional & behavioral competencies
  • Coordination with various internal and external stakeholder for getting the clearances with good project management skills

Assistance to HOD & Senior executives at HO and Project site and other dept as & when
required.


Job Profile

Educational Qualification: Graduate/Engineer/Postgraduate from reputed university recognized by UGC with relevant working experience in Forest Clearance or desirable qualification having Masters/Postgraduate in Environment Science/ Environment Management

Experiences: 5-15 years of working experience in Forest Clearance, FRA implementation, NBWL/ESZ Clearance etc. from MOEF and concerned State authorities for Power/Transmission projects
