Interview preparation tips for other job seekers - Do not call someone for an interview if you have to tell them at the very end that their academic achievements don't match with what is expected for the role. Telling someone that the company expects a minimum of a level 9 when this was not specified in the job description should not be acceptable.
If you tell the candidate that round 2 will be a technical interview, do not make any more HR questions (already done in round 1).
Asking people where did they learn their English is discriminatory, especially when they just handled an hour long interview.
