Reporting Managers and higher hierarchy of a domain aren't experts to handle domain level problems and solutions. Higher hierarchy highly depends on Subject Matter Experts inputs. My opinion, a few amount of processing should be done at all levels. Sutherland thinks that the managers doesn't require to know the process as they handle people. Those who cry for salary and tell about his family situations, financial crisis they will get promotions and hike to retain them. Not trying to retain for the deserved candidates.
