It's important to remember that your employer cannot legally force you to stay at your job if you have resigned. In India, employment is generally considered "at will," meaning that either the employer or the employee can terminate the employment relationship at any time, with or without notice, and for any reason or no reason at all, as long as the reason is not discriminatory or illegal.

No, Technically its not possible, Manager cant decline resignation once its updated on the system by employee, But the catch is he can always extent the notice period and make life difficult by using certain internal policies, Like in my previous org the employee cant take leaves when on notice period and any leave taken will extend the notice period days.

"Your manager doesn't have the power to keep you from leaving.". You are free to do whatever you want to and whenever you feel like, so don't be afraid .
