Can I request to revise the offer from a company?

I have an offer from an organisation that said my expectations were 28 LPA they came up with a breakup with base pay as 23 with other numbers as Variable and of and other benefits. Now, I'm about to get an offer from a different company worth 28 base pay with 2 as variable. My interest lies on the 1st company offered 23 base pay. Shall I ask them to revise? Has anyone been in this situation? How should I start this conversation or Is it risky to do that? Please Advise

Just be upfront, tell them you’re really keen on joining, but the other offer’s base pay is higher—ask if they can match it.
