Job Description

Roles & Responsibilities:

1. Strategic HR Planning:

  • Develop workforce plans to manage labor requirements for a 10-year project.
  • Implement HR strategies to improve productivity and worker retention.
  • Forecast hiring needs based on mining phases (excavation, transportation, overburden removal).

2. Compliance & Legal Responsibilities:

  • Ensure the Contract Labor (Regulation and Abolition) Act, Mines Act, and SCCL labor norms are followed.
  • Handle audits, inspections, and ensure compliance with safety and labor laws.
  • Deal with SCCLs HR policies and legal requirements for workforce engagement.

3. Industrial Relations & Union Management:

  • Engage with trade unions, labor representatives, and contractors.
  • Manage disputes, strikes, or grievances effectively.
  • Establish grievance redressal mechanisms to maintain labor harmony.

4. Workforce & Contractor Management:

  • Supervise large labor force (~500-2000 workers) engaged in surface mining, OB removal, and transportation.
  • Manage contracts and agreements with labor subcontractors and third-party vendors.

5. Training & Development:

  • Implement skill development programs for workers (machinery operation, safety protocols).
  • Conduct leadership training for supervisors and mining managers.

6. Occupational Health & Safety Compliance (OHS):

  • Enforce strict safety protocols to minimize workplace accidents.
  • Collaborate with the safety department to implement SCCL and DGMS (Directorate General of Mines Safety) guidelines.
  • Conduct periodic safety drills, first-aid training, and accident prevention programs.

7. Performance & Employee Retention:

  • Design employee performance evaluation metrics for promotions and incentives.
  • Work on retention strategies to ensure skilled manpower availability for 10 years.

8. Coordination with Government & SCCL Authorities:

  • Act as the point of contact for SCCL, labor departments, and local administration.
  • Ensure compliance with SCCLs tender workforce policies.Role & responsibilities


Preferred candidate profile

MBA/PGDM in HR, Labor Laws, or Industrial Relations.

  • 8-15 years of experience in HR leadership roles, especially in mining, infrastructure, or construction.
  • Strong knowledge of Indian labor laws, SCCL contract compliance, Factory Act, and Environmental & Safety Regulations.
  • Experience in handling large workforce management, trade unions, and industrial relations.
  • Ability to liaise with government departments, labor offices, and compliance authorities.
