Role & responsibilities


1. Safety Planning and Strategy Development

  • Develop and implement safety plans specific to both onshore and offshore operations, ensuring that safety policies, procedures, and practices are tailored to the specific hazards of each environment.
  • Create comprehensive risk assessments for both onshore and offshore operations, addressing common risks like fires, explosions, toxic gas releases, machinery accidents, and environmental hazards.
  • Ensure that safety plans align with industry regulations (e.g., OSHA, API, IMO, ISM Code) and best practices for both onshore and offshore operations.

2. Compliance with Regulatory Standards

  • Ensure that operations comply with local, national, and international safety regulations, including standards for both onshore (e.g., OSHA, EPA) and offshore (e.g., SOLAS, MARPOL, IADC).
  • Stay updated on regulatory changes and ensure that the project adheres to relevant compliance standards in both onshore and offshore environments.
  • Coordinate inspections and audits to verify compliance with regulations, reporting findings and ensuring corrective actions are taken promptly.

3. Hazard Identification and Risk Management

  • Conduct regular hazard assessments to identify potential safety risks in both onshore and offshore operations, such as exposure to hazardous materials, fires, explosions, and environmental hazards like oil spills.
  • Implement control measures to eliminate or reduce identified risks, including engineering controls, administrative controls, and personal protective equipment (PPE).
  • Conduct job safety analyses (JSAs) to evaluate specific tasks and work areas, focusing on the unique risks present in offshore operations (e.g., harsh weather, vessel stability) and onshore facilities (e.g., machinery, chemical exposure).

4. Emergency Response and Crisis Management

  • Develop and implement emergency response plans tailored to both onshore and offshore environments, including procedures for fire, explosion, oil spills, medical emergencies, and evacuation.
  • Coordinate offshore emergency response drills, such as abandon ship drills, fire-fighting drills, and oil spill response drills, ensuring crew members are prepared for emergency situations.
  • Establish a comprehensive emergency evacuation plan for offshore installations, including life-saving equipment, evacuation routes, and offshore emergency response teams.
  • Ensure first-aid training is conducted and that medical supplies and equipment are available on both offshore platforms and onshore facilities.

5. Training and Safety Awareness

  • Conduct regular safety training for all employees, including workers in onshore facilities and offshore platforms, focusing on the specific hazards they face.
  • Provide specialized training in confined space entry, hazardous material handling, fire safety, sea survival skills for offshore personnel, and heavy machinery operation for onshore teams.
  • Organize regular safety meetings to discuss potential hazards, near-misses, and safety concerns, ensuring workers are constantly reminded of best safety practices.
  • Ensure drills and exercises are regularly conducted to maintain readiness for emergency situations such as oil spills, fires, and medical evacuations.

6. Safety Equipment Management

  • Ensure the availability and proper maintenance of safety equipment, including fire suppression systems, life-saving equipment (e.g., lifeboats, life rafts), gas detectors, fire extinguishers, and PPE for both onshore and offshore operations.
  • Conduct inspections of safety equipment and ensure that safety devices are tested regularly and maintained in working condition.
  • Ensure that emergency equipment on offshore rigs and vessels is in good working condition and easily accessible during operations.

7. Safety Monitoring and Inspections

  • Regularly inspect work areas (onshore and offshore) to ensure that safety standards are being adhered to, and monitor compliance with safety protocols.
  • Identify any unsafe conditions or behaviors and immediately address them with corrective actions such as retraining, hazard elimination, or process modifications.
  • Monitor the use of PPE and ensure workers are properly equipped for the tasks they perform, with periodic checks to ensure compliance.
  • Conduct site safety audits on both offshore rigs and onshore facilities to verify the implementation of safety programs and regulatory compliance.

8. Incident Investigation and Reporting

  • Investigate accidents, incidents, and near-misses in both onshore and offshore operations, ensuring thorough investigations are carried out to identify root causes and prevent recurrence.
  • Prepare incident reports, documenting the findings of investigations, including corrective actions taken, and submitting them to management and regulatory bodies as needed.
  • Follow up on corrective actions to ensure they have been implemented effectively and that similar incidents do not occur in the future.

9. Environmental Protection and Spill Response

  • Ensure that operations comply with environmental regulations and that measures are in place to minimize the environmental impact of onshore and offshore activities.
  • Implement oil spill prevention and response plans for offshore rigs, ensuring personnel are trained in containment, recovery, and remediation techniques.
  • Oversee the proper handling, storage, and disposal of hazardous materials, including chemicals, waste products, and oily water, to minimize environmental contamination.

10. Promoting Safety Culture

  • Foster a safety culture by encouraging proactive safety practices and ensuring that safety is a core value throughout the organization, both onshore and offshore.
  • Empower employees to speak up about safety concerns without fear of retaliation and encourage safety reporting systems to track hazards and unsafe practices.
  • Engage workers in safety meetings, toolbox talks, and safety campaigns to continually reinforce the importance of safety in both onshore and offshore operations.

11. Contractor Safety Management

  • Ensure that contractors working on-site (both offshore and onshore) adhere to the companys safety policies and procedures.
  • Conduct safety inductions for contractors before they start work and ensure they are aware of safety protocols, emergency procedures, and risks specific to the project.
  • Regularly monitor contractor performance and conduct audits to ensure they are meeting safety standards.

12. Health and Wellness Programs

  • Promote health and wellness programs for employees in both onshore and offshore environments, focusing on issues such as stress management, fitness, and fatigue management.
  • Ensure medical facilities are available on both offshore platforms and onshore facilities, and that trained medical personnel are present to manage any health-related issues.
  • Manage fatigue risk management programs, particularly for offshore operations where workers may be exposed to long shifts and harsh environmental conditions.

13. Continuous Improvement and Safety Performance Monitoring

  • Continuously monitor and evaluate safety performance through the analysis of incidents, audits, and inspections to identify areas for improvement.
  • Work with management to develop and implement continuous improvement initiatives in safety, based on lessons learned from previous incidents and near-misses.
  • Maintain records of safety performance and key performance indicators (KPIs) to track safety metrics and identify trends for further action.

14. Liaison with Regulatory Bodies and External Agencies

  • Serve as the primary liaison with regulatory agencies (e.g., OSHA, EPA, Coast Guard, etc.) to ensure safety compliance and facilitate inspections and audits.
  • Coordinate with external emergency response teams (e.g., coast guard, fire brigades) in case of major incidents or disasters, particularly in offshore operations.
