Role & responsibilities


1. Develop and Implement Safety Programs

  • Develop safety policies and procedures specific to the oil and gas industry, addressing risks such as fire hazards, chemical exposure, explosion risks, and machinery safety.
  • Design and implement emergency response plans for various scenarios like oil spills, fires, gas leaks, and equipment failure.
  • Ensure all safety programs comply with local, state, and federal regulations (such as OSHA, EPA, and industry-specific safety codes like API and NFPA).

2. Ensure Compliance with Regulations

  • Ensure compliance with environmental and safety regulations set by regulatory bodies such as OSHA, EPA, and other local authorities.
  • Maintain awareness of safety standards, including hazardous materials handling, environmental protection, and health and safety practices.
  • Monitor the implementation of these regulations in daily operations and conduct periodic safety audits to ensure adherence.

3. Risk Assessment and Hazard Identification

  • Conduct risk assessments to identify potential hazards in the refinery and drilling operations, such as flammable materials, toxic chemicals, and dangerous machinery.
  • Identify and evaluate health, safety, and environmental (HSE) risks and develop strategies to control or mitigate them.
  • Ensure the proper installation of safety measures to reduce risks like leaks, spills, and fire hazards.

4. Training and Safety Awareness Programs

  • Organize and deliver safety training programs for employees on critical topics such as fire safety, hazardous material handling, safe equipment operation, emergency response, and first aid.
  • Conduct drills and simulations (e.g., fire drills, evacuation procedures, gas leak drills) to ensure readiness for emergency situations.
  • Update training materials and deliver refresher courses regularly to ensure workers are familiar with the latest safety practices and standards.

5. Workplace Inspections and Audits

  • Inspect facilities regularly to assess safety conditions, including equipment, machinery, and work environments. Ensure that these are in good working order and pose no risk to worker safety.
  • Conduct safety audits to ensure compliance with safety standards and policies, identifying areas for improvement.
  • Ensure the correct maintenance of safety equipment such as fire extinguishers, emergency lighting, first-aid kits, and gas detection systems.

6. Incident Investigation and Reporting

  • Investigate accidents, near-misses, and safety incidents to determine root causes and ensure corrective actions are implemented to prevent recurrence.
  • Prepare detailed incident reports, documenting findings and safety actions taken.
  • Recommend preventive measures and ensure that they are followed to avoid future incidents.

7. Emergency Response Coordination

  • Coordinate emergency response efforts in case of accidents, fires, gas leaks, or other hazardous situations.
  • Ensure the availability of emergency equipment and that all employees know how to use them (e.g., fire extinguishers, gas masks, emergency shut-off valves).
  • Implement evacuation plans and conduct regular evacuation drills to ensure employees are familiar with emergency procedures.

8. Promote a Safety Culture

  • Foster a safety-first culture by encouraging employees to actively participate in safety programs and report unsafe behaviors or conditions without fear of retaliation.
  • Regularly hold safety meetings and discussions to address safety concerns and promote engagement with safety protocols.
  • Lead by example by consistently adhering to safety practices and maintaining a visible presence on the work floor.

9. Personal Protective Equipment (PPE) Management

  • Ensure that employees are provided with the appropriate personal protective equipment (PPE), including helmets, goggles, gloves, boots, and flame-resistant clothing.
  • Monitor and enforce the proper use of PPE and ensure that it is maintained and replaced regularly.
  • Provide training on how to properly use, maintain, and store PPE.

10. Chemical Safety and Hazardous Materials Management

  • Ensure safe handling, storage, and disposal of hazardous materials such as chemicals, petroleum products, and gases.
  • Implement Chemical Safety Management Systems (CSMS) to track chemical inventory, safety data sheets (SDS), and emergency response plans.
  • Train employees on the correct handling procedures and spill containment methods to minimize environmental impact and health risks.

11. Monitor Environmental Impact

  • Monitor operations to ensure compliance with environmental regulations regarding air quality, waste disposal, and water pollution.
  • Ensure that oil spills, gas leaks, and other environmental hazards are promptly reported and addressed.
  • Implement environmental protection measures to reduce the environmental footprint of refinery operations.

12. Safety Documentation and Record Keeping

  • Maintain detailed records of safety inspections, training, incident reports, and safety audits for legal and regulatory compliance.
  • Ensure that all safety equipment is properly documented, including maintenance schedules and safety certification records.
  • Prepare reports for senior management on the status of safety practices, risks, and corrective actions taken.

13. Continuous Improvement

  • Continuously evaluate safety protocols and incident data to identify areas for improvement in safety practices.
  • Stay updated on new safety technologies and industry trends to enhance safety measures.
  • Participate in industry forums or safety conferences to stay informed about the latest best practices, innovations, and regulatory changes in safety management.

14. Liaison with Regulatory Bodies

  • Act as the liaison between the company and regulatory bodies, ensuring that all safety standards and compliance measures are met.
  • Prepare for external inspections and audits from regulatory agencies by ensuring that safety standards are followed.
  • Keep abreast of any regulatory changes and ensure the organization adapts its safety practices accordingly.

15. Contractor Safety Management

  • Oversee the safety practices of contractors working on-site to ensure they follow the same safety standards as employees.
  • Ensure that contractors are properly inducted into the company's safety programs before commencing work.
  • Conduct periodic safety audits of contractor operations and enforce corrective actions when necessary.

16. Health and Wellness Programs

  • Promote worker health and wellness by identifying and mitigating health risks such as exposure to toxic chemicals, noise, and stress.
  • Coordinate regular health checks for employees, including hearing tests, respiratory health evaluations, and general well-being assessments.
  • Encourage employees to maintain healthy lifestyles and offer support for managing work-related health issues.
