Deputy Manager - Land Acquisition and R&R

Purpose/Objective

Responsible for acquiring Private, Government and Forest Land for existing and new mines including compensatory afforestation land identification and acquisition. Also responsible for R&R activities for project affected people

Key Responsibilities of Role

1. Assist in obtaining Forest Clearance for new mine projects 2. Obtain Gram Panchayat FRA NoCs for forest proposal and private land acquisition 3. Complete demarcation, boundary pillars marks and tree enumeration for Processing for forest clearance 4. Obtain NOC for Archeological/ Historial/ Wildlife Corridor/ Elephant Corridor etc. from concerned authority 5. Finalize Land Schedule and obtain certification from the revenue Authorities 6. Complete Land acquisition under CBA Act 1957/LA Act 20137. Prepare Application Under section 3& 4 Under CBA Act 1957 and send it to MoC 8. Consult with mining block owners for preparation and notification of Section 3 & 4 under CBA Act 1957 9. Finalise Land Schedule and certification from the concerned revenue Authority 10. Identify CA Land, survey and transfer of required CA land for new mining projects 11. Scan various districts for CA land, Identify CA land, complete DGPS survey maps and obtain reports from Govt for its transfer to Forest Department . 12. Conduct site Inspection for Suitability of Identified CA Land along with Forest Officials and Revenue Dept. Officials 13. Obtain CA Suitability Certificate from The DFO Office and NOC from the collector office 14. Prepare CA Scheme after obtaining FMIS Map 15. Preparation of R&R Plan, approval of the same from the competent authority and successful implementation of it. 16. Complete Land acquisition process for R&R people 17. Complete R&R site demarcation and pillaring 18. Ensure timely payments to land owners 19. Conduct Public Hearing for obtaining environment clearance20. Monitor the completion of EIA/EMP/SES/CSR studies and decide the date/venue 21. Obtain NOC from CGWA with the help of Agency 22. Liaision with local leaders, Govt officials and complete Public Hearing 23. Maintain project land records 24. Prepare budgets for land acquisition 25. Ensure preparation of Maps for acquiring forest, government and private land in Google earth, 26. Liasion with related stakeholders for acquiring the land 27. ADC,SDM, Magistrate, Tehsildar, Patwari and other Revenue Dept. officials, 28. Villagers, gram sabha representative, Surpanch, Upsurpanch, BDC, Janpad Punchayat Member and Other local influencial peoples 29. Forest office Beatguard, Dy Rangers, Ranger, SDO/DFO 30. CCF and his officials 31. Local Police 32. Draft letters/correspondence in Hindi and English for communicating with relevant stakeholders 33. Assist CSR team in planning CSR Activities in project proximity areas Conduct Need Assesment survey of CSR activities for villages in and around Coal block and project affected villages,
