upper management is bizarre, take decision without employee opinion. HR are of no use if you don't have Manager's approval. Week offs are very uncertain. Work is mostly secondary thing here, following other compliance is more important here. Important Thing : If you are North Indian, asking for Noida/ Gurgoan. They don't have much projects there. They will not change your location.
