It is more like a consultancy or resource provider.

Too much Micromanagement (on a average u will get call from ur manager every hour) and admin work with very less growth in delivery. Actually there is no delivery of software products, there is a delivery of resources to the client. The expectations from project managers is to act as HR. If they want to deliver a project, then they need to first get the project from client as a sales person.
