For the work environment, you can say "toxic". For the people, a fitting term would be "sycophants" or "manipulators". Yes, "cronyism" is a very fitting word, especially as the behavior involves favoritism towards a close circle or group at the expense of fairness and merit. It captures a specific aspect of toxic workplace dynamics rooted in favoritism.
