Am I getting Lowball offer?

I currently work at Accenture and, after 4 years and 3 months of experience, have a fixed pay of 7.33 L (7.9 L CTC). I recently qualified for Senior Data Engineer at IBM and got an offer for 13.92 L (1299200 fixed, 66342 PF and 26537 Gratuity). I wanted to check if this offer is fine or if I am getting a lowball offer for the Gurugram location.

IBM is one if the giants in the IT industry, it was and is always a previliage to be associated with IBM. But chennai location is very poor. Management is very poor, few people dont want to name it are worst. There is no motivation for good work, no respect for levels, just runs like a monopoly only at chennai location. Need to change the complete management to keep the goodwill of the company.
