Am I getting Lowball offer?

I currently work at Accenture and, after 4 years and 3 months of experience, have a fixed pay of 7.33 L (7.9 L CTC). I recently qualified for Senior Data Engineer at IBM and got an offer for 13.92 L (1299200 fixed, 66342 PF and 26537 Gratuity). I wanted to check if this offer is fine or if I am getting a lowball offer for the Gurugram location.

I would be honest by saying that I was not challenged enough to remain in the company... hence I put in my papers.... I would love to work with IBM again as long as I have enough work to keep me busy during the day
