There behavior is very unprofessional. They take interview and when all interviews were clear also had a HR round that is also clear. They ask candidate to please don't accept any other offer as we will give you offer letter, after that they ask for all documents when candidate submit all the documents. After that they hold candidate till last date of joining but they didn't release offer letter as well didn't revert on mail and call. And also after clear HR discussion round they ask for negotiation at the last moment at the time of joining date but after that they will not release offer letter.
