Companies can technically have such policies, but it seems a bit unfair. An employee works hard and deserves a work experience certificate regardless of the duration.

Well, it really shouldn't; I have seen companies give out experience letters for even 3 months of work, and technically if you have worked a certain amount of time the company should provide you with the proof of it. they can't deny
