Overview:

HR & Payroll Executive/Sr. Executive plays a pivotal role in the administration of human resources functions, with a primary focus on payroll processing, compliance, and employee support. This position ensures that all payroll activities are executed accurately and timely, in accordance with university policies and relevant laws. Additionally, the HR & Payroll Manager is responsible for managing HR processes including recruitment, benefits administration, employee relations, and performance management in collaboration with university departments and staff.

Key Responsibilities:


Payroll & HR Management:

  • Oversee the accurate and timely processing of payroll for all university employees, including faculty, staff, and student workers.
  • Ensure compliance with state and local tax laws, as well as university policies.
  • Manage payroll records, deductions, benefits, and bonuses, ensuring all information is updated and correct.
  • Resolve payroll discrepancies by investigating and addressing issues promptly
  • Coordinate year-end payroll functions, including tax reporting, and audits.
  • Assist in the recruitment, hiring, and onboarding of new staff and faculty, ensuring compliance with equal employment opportunity (EEO) and affirmative action policies.
  • Have a hands-on knowledge on any ERP system / HRMS, ensuring timely payroll process and HR data of the workforce.
  • Advise employees on HR policies, procedures, and employee relations issues, providing guidance on performance management and conflict resolution.
  • Support the performance appraisal process, ensuring that reviews are conducted in a timely manner and align with organizational goals.

Compliance and Reporting:

  • Ensure university compliance with all labor laws, tax regulations, and reporting requirements related to payroll and HR functions.
  • Prepare and submit regular payroll and HR compliance reports to management and relevant authority.
  • Stay up-to-date with changes in employment laws, payroll tax regulations, and best practices in HR and payroll management.

Collaboration and Support:

  • Partner with the Finance and Payroll departments to ensure payroll budgets and forecasts are accurate and aligned with university goals.
  • Provide support and training to department heads, faculty, and staff on HR policies, payroll processes.
  • Serve as a liaison between HR, payroll, and other campus departments to ensure smooth operations and resolve issues related to staffing and compensation.

Qualifications:

  • Bachelors degree in Human Resources, Business Administration, Finance, or a related field.

Experience:

  • A minimum of 3-5 years of experience in HR and payroll administration, preferably within a higher education environment.
  • In-depth knowledge of payroll systems, payroll tax regulations, and HR best practices.

Experience with HRIS (Human Resources Information System) and payroll software is a must.
