Driving the day-to-day execution of the project work according to project plans and leading internal coordination efforts for the team
Work with state & city government and partners to ensure smooth translation of work plans into action (minimal hindrance, maximum accuracy and cooperation), and extend support for continuous monitoring & evaluation
Ensure clear contracts with external vendors, and delivery on track to ensure data capturing of all the relevant processes are completed as per agreed timelines
Establish and collaborate with subject matter experts for work review analysis and further recommendations
Creating deliverables, including reports, slide decks, and oral presentations to inform progress to government and donor
Deploy knowledge management practices to ensure ready availability of detailed field notes, and interview transcripts, and thematically arrange all the collaterals in prescribed formats
Establish and enforce quality control measures to maintain product quality and consistency
Coordinate with multiple stakeholders and ensure timely resolution of all activities to meet agreed timelines with the government
Efficiently track project deliverables and record, communicate action items effectively and support vertical lead in evaluating project progress and performance
Draft progress reports and ensure their timely dissemination to all stakeholders
Develop concept notes, success stories, and learning documents
Identify internal and external knowledge sources and share best practices
B) Competency-Based Human Resource Management
Conduct secondary research to ensure accuracy in mapping vision, mission, goals, and objectives of state schemes and missions
Create a database of state schemes and missions capturing budget details for each scheme and mission and validating such database
Create clear organograms for schemes/missions and capture the roles and responsibilities of individuals involved in the delivery of welfare assets and services and validate such outputs through field visits
Review scheme guidelines and standard operating procedures to gather and organize secondary data on development agendas taken up by state & city governments
Create process maps using RACI matrix and ensure crafting of outputs which helps gain a clear understanding of processes, sub-processes, and activities taken up by individuals in their positions/role
Formulate Key Result Areas & Key Performance Indicators at state, city, and individual position levels across schemes & missions
Design and deploy data collection mechanisms to track progress on KRAs & KPIs across schemes & missions
Document position-wise roles, activities, and competencies across all schemes & missions
Curate and update the competency dictionary at a state level capturing competencies across schemes & missions and validating outputs
Design and implement a plan for conducting competency assessments by on boarding suitable vendors and developing a roadmap for bridging competency gaps
QUALIFICATIONS AND EXPERIENCE
A Master s degree preferably in Organization Development, Change and Leadership/Public Policy/Development Studies/ Human Resource Management / Talent Management / Business Management / Social Work / equivalent
7+ years overall experience with 5+ years working closely with state and/or union governments in large-scale systems change or consulting projects, involving stakeholder relationships and program management
Candidates with exposure to strategic HR techniques such as Balanced scorecard, KRA cascading, Objectives and Metrics, Competency frameworks, etc. will be preferred
Candidates with experience of working in the urban sector and/or familiarity with the workings of the Government of Odisha will be preferred
Strong systems change / reform interest is needed, ability to adapt to differing contexts. Any knowledge and practice of the same is a big asset
