In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

Project Background:
Launched in September 2021, the Ayushman Bharat Digital Mission (ABDM) seeks to power Indias quest for Universal Health Coverage by creating interoperability for health information exchange across digital platforms, improving access, quality, and affordability of health services. Central to ABDM is the Ayushman Bharat Health Account (ABHA), which allows individuals to link and share their health records with any ABDM-enabled system.
The National Health Authority (NHA), an autonomous government institution manages the implementation of ABDM across the country. There has been tremendous progress so far, with ~740 million ABHA created, ~364,000 health facilities and ~566,000 health professionals registered and verified on Health Facility Registry (HFR) and Healthcare Professionals Registry (HPR), respectively. With 270+ health systems and apps ABDM-enabled, and the introduction of functionalities such as scan and share for OPD registration, usage is deepening as well, with over 490 million health records already linked to ABHAs. With new platforms powered by ABDM such as the Unified Health Interface ( UHI ) and National Health Claims Exchange (N HCX ) being introduced, the health ecosystem in India is poised to fully leverage ABDM s potential.
Since January 2021, WJCF has supported ABDMs operationalization and roll-out under NHAs guidance, focusing on driving adoption among healthcare providers, particularly private physicians who both consume and produce health records. WJCF has tested and scaled various interventions including outreach through conferences, events, webinars, professional networks, and the Microsite engagement model providing in-person engagement with providers and hospitals across multiple states.
WJCF also identifies global digital health best practices, contextualizing them for ABDM implementation through small-scale pilots. Moving forward, WJCF will continue designing innovative interventions to engage both healthcare professionals and seekers, demonstrating and enhancing ABDMs value in quality healthcare delivery.
Position Summary:
WJCF is looking to hire a Manager to drive our support to the NHA on accelerating adoption of ABDM by devising and overseeing the implementation of a wide range of innovative and impactful initiatives across different geographies. This would require close coordination and alignment with multiple stakeholders (the NHA leadership, donor representatives, ecosystem partners) and managing a strong multi-disciplinary team spread across four to five states. This position is based out of the NHA office to ensure that our efforts are aligned to the immediate priorities and long-term vision of the NHA and that our team is aware of the latest changes in the rapidly evolving landscape of digital health/ ABDM implementation in the country.

Responsibilities
Primary responsibilities will include:
  • Refine WJCF s overall strategy towards ABDM adoption, develop clear operational plans for execution and continually identify opportunities for WJCF to add value and maximize impact.
  • Exploring other innovative ways to reach out and engage healthcare professionals and healthcare seekers to enable them to participate in India s digital health journey.
  • Develop and maintain strong, collaborative relationships with the central and state-level stakeholders to support effective implementation and adoption of ABDM.
  • Work closely with the program lead, WJCF leadership, government officials, donor partners, and other stakeholders to identify solutions for driving ABDM adoption (in specific) and building the overall digital health program for WJCF (in general).
  • Identify potential partners (e.g., technology, capacity building, research), as required, to implement the identified solutions.
  • Manage teams (three- to four-member central team and one- to two-member teams across four to five states) for the execution of planned interventions.
  • Develop a robust monitoring framework for capturing the impact of planned interventions and co-ordinate reporting on the same.
  • Work with global and in-country leadership to identify and pursue fund-raising opportunities on digital health.
  • Support WJCF leadership in managing donor and grant, operations, and finances of the program to meet deliverables within the appropriate time frames.
  • Build team resilience, creativity, adaptability, and teamwork in project execution.
  • Foster a collaborative and innovative team environment, ensuring that each team member understands their roles and responsibilities.
  • Document and disseminate learnings through published articles and other appropriate forums.
  • Perform other responsibilities as requested by WJCF leadership.
Qualifications
Required
  • Master s/bachelor s degree in management, public health, engineering, digital health, public policy, or similar fields.
  • Work experience of 8+ years in management consulting, public health, data analysis, public policy, digital health, or allied areas.
  • Proven performance in a fast-paced, results driven environment.
Preferred
  • Experience working in a multi-stakeholder environment and/ or government stakeholder management experience would be a strong positive.
  • Experience in e-governance or digital health programs in India.
  • Prior exposure to public health system or digital health.
Skills Traits:
Required
  • Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills.
  • High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word.
  • Willingness to travel to states, as required and for extended periods (up to 40% travel).
  • Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment.
  • Impeccable integrity.
