Job Description

Job Summary and Purpose

  • The Supervisor (Mooring) is responsible for coordinating and supervising mooring operations to ensure the safe and secure mooring, docking, and undocking of vessels within the shipyard.
  • The role involves overseeing a team of mooring personnel, planning mooring activities, ensuring the proper use of mooring equipment, and upholding safety protocols.
  • This position is crucial for maintaining the stability and security of vessels during docking, undocking, and other shipyard operations, while minimizing risks associated with vessel movement.

Accountabilities

1. Mooring Operations Supervision

  • Plan and organize mooring activities based on vessel schedules, environmental conditions, and available resources.
  • Direct the mooring team in securing vessels during docking and undocking, ensuring proper line handling and tension management.
  • Monitor environmental factors like tides, currents, and weather conditions to adjust mooring arrangements as needed for vessel stability and safety.

2. Safety and Compliance

  • Conduct inspections on mooring equipment, ropes, and winches at frequent intervals as per statutes to ensure they meet shipyard safety standards.
  • Maintain all the statutory certifications of mooring equipment, ropes, and winches, and offer them for verification as and when needed.
  • Ensure all mooring activities comply with maritime safety regulations and internal guidelines, particularly regarding load limits and equipment handling.
  • Implement safety measures and guidelines for all mooring operations, conducting regular briefings with the team on hazard awareness.

3. Equipment Maintenance and Inventory

  • Inspect mooring lines, bollards, fenders, and winches regularly, coordinating maintenance or replacements as required.
  • Maintain an accurate inventory of mooring equipment and report any equipment shortages or needs to the Deputy Dockmaster.
  • Identify areas for improving mooring efficiency and equipment utilization, helping to reduce wear and extend the lifespan of mooring assets.

4. Team Leadership and Development

  • Supervise and coordinate daily activities of the mooring team, delegating tasks and monitoring performance to ensure smooth operations.
  • Train mooring personnel on safe practices, equipment handling, and emergency procedures.
  • Evaluate team performance, providing feedback to promote skill development and adherence to safety standards.

Interactions and Working Relationships

Internal:

  • Deputy Dockmaster Provide regular updates on mooring operations, equipment status, and any safety or scheduling concerns.
  • Maintenance and Engineering Teams Work together to ensure that mooring equipment and support systems are well-maintained and fit for use.
  • Safety and Compliance Teams – Partner with these teams to align mooring practices with safety regulations, compliance standards, and hazard mitigation.

External:

  • Vessel Masters and Crew – Coordinate with ship captains and crews to align mooring processes with vessel specifications and requirements.
  • Regulatory Inspectors – Liaise with inspectors or port authorities as required to ensure mooring operations adhere to industry standards and regulatory guidelines.

Financial Authorities

  • As per DOA policy

Qualifications, Experience, and Skills

Preferred Qualifications:

  • Diploma or certification in Marine Engineering, Nautical Science, or a related field.
  • Equivalent experience in mooring and rigging operations with ITI Certifications can also be considered.

Preferred Experience:

  • Minimum of 5 years of experience in mooring and rigging operations, ideally within a shipyard or port environment.
  • Previous supervisory experience managing a team of personnel in mooring or similar marine operations.

Functional Competency:

  • Technical Knowledge – Proficient in mooring techniques, vessel handling, line handling, and impact on vessel stability.
  • Problem-Solving Skills – Ability to anticipate and address challenges in mooring operations, especially in changing weather or tidal conditions.
  • Attention to Detail – Ability to monitor mooring conditions precisely, adjusting as needed for vessel safety.
  • Leadership and Team Management – Strong leadership skills to direct a team effectively and maintain safety and productivity.
  • Effective Communication – Strong communication skills for coordinating with internal teams, vessel crews, and regulatory bodies.
  • Safety Orientation – Comprehensive understanding of safety protocols and regulations governing mooring and vessel handling.
