Job Description: Billing Professional - Road Projects

Position Title: Sr. Manager/Manager/Dy. Manager/ Asst. Manager/ Engineer(Billing)- Road Projects

Location: [Jammu, Naidupeta, Mumbai]

Department: Engineering

Key Responsibilities:

1. Quantity Surveying and Measurement:

  • Accurately measure quantities of work completed on-site, including earthworks, road paving, drainage works, and other construction activities.
  • Prepare detailed Bills of Quantities (BoQ) based on approved project drawings, specifications, and site measurements.
  • Perform regular site visits to monitor progress, verify quantities, and ensure that the work is completed in accordance with project specifications.
  • Record and report any discrepancies or changes in work quantities to the project management team.

2. Billing and Invoicing:

  • Prepare and submit interim bills, progress claims, and final invoices based on work completed, as per the contract and agreed payment terms.
  • Ensure that billing is accurate and compliant with contractual agreements, including work completed, materials used, and variations.
  • Handle billing for additional work or variations (variation orders), ensuring proper documentation and approval.
  • Track and follow up on overdue payments, liaising with clients and contractors to resolve any billing-related issues.

3. Contract Management:

  • Ensure that all bills and payments are processed in line with the terms and conditions specified in the contract.
  • Review and analyze the contract to understand payment schedules, work breakdown structures, and billing clauses.
  • Work with project managers to identify potential cost impacts, changes, or claims, and incorporate them into billing as necessary.

4. Documentation and Record Keeping:

  • Maintain organized and accurate records of all billing documents, including invoices, progress reports, receipts, material requisitions, and correspondence.
  • Ensure that all variations, change orders, and other contractual adjustments are documented and billed in accordance with project terms.
  • Prepare and maintain reports on work completed, materials used, and any variations in the project scope for billing purposes.

5. Cost Tracking and Budget Management:

  • Track costs and expenditures for materials, labor, and equipment used on the project to ensure that the project stays within budget.
  • Compare actual quantities, costs, and work completed against budgeted estimates and alert the project team to potential cost overruns.
  • Assist in the preparation of project budgets and forecasts, providing input for cost estimation and planning.

6. Coordination and Communication:

  • Act as the primary point of contact for billing-related issues between the project team, client, suppliers, and subcontractors.
  • Communicate effectively with the client, contractors, and suppliers to resolve any billing discrepancies or disputes.
  • Coordinate with the procurement, engineering, and construction teams to verify work completed, materials delivered, and site conditions for accurate billing.

7. Variation and Claims Management:

  • Review and process variation orders, ensuring that all changes to the scope of work are accurately reflected in the billing.
  • Ensure that any claims or adjustments are fully documented and submitted in accordance with contractual guidelines.
  • Prepare and submit supporting documentation for claims and variations, such as detailed reports, site records, and cost breakdowns.

8. Reporting:

  • Prepare regular progress and financial reports on work completed, materials delivered, and invoicing status.
  • Generate reports for project managers and senior management regarding project cost, billing, and payment status.
  • Provide assistance during audits, ensuring that all billing and cost records are accurate and up to date.

Qualifications:

Educational Requirements:

  • Bachelors degree in Civil Engineering, Quantity Surveying, Construction Management, or a related field.
  • Certification in Quantity Surveying or Billing Engineering (e.g., MRICS, QS certification) is a plus.

Skills and Competencies:

  • Technical Skills: Strong knowledge of construction processes, measurement techniques, and bill preparation.
  • Billing and Invoicing: Expertise in preparing bills, progress claims, and final invoices for construction projects.
  • Contractual Knowledge: Understanding of contract terms, variations, and payment schedules in construction contracts.
  • Software Proficiency: Proficient in Microsoft Office Suite, particularly Excel; experience with construction management software (e.g., Procore, SAP, Aconex) is an advantage.
  • Attention to Detail: High level of accuracy and attention to detail in preparing bills and ensuring that quantities and measurements are correct.
  • Communication Skills: Strong written and verbal communication skills to effectively liaise with clients, contractors, and project teams.
  • Problem-Solving Skills: Ability to resolve billing discrepancies, variations, and cost-related issues efficiently.
  • Time Management: Ability to manage multiple tasks, meet deadlines, and work under pressure.

Additional Requirements:

  • Ability to work in a fast-paced, field-based environment.
  • Willingness to travel to project sites as needed to monitor progress and conduct measurements.
  • Strong organizational skills with the ability to manage a large volume of billing documents and reports.
