Am I getting Lowball offer?

I currently work at Accenture and, after 4 years and 3 months of experience, have a fixed pay of 7.33 L (7.9 L CTC). I recently qualified for Senior Data Engineer at IBM and got an offer for 13.92 L (1299200 fixed, 66342 PF and 26537 Gratuity). I wanted to check if this offer is fine or if I am getting a lowball offer for the Gurugram location.

Ibm as a company is good in getting great projects from clients all over the world, so it is very good opportunity to face new clients and new challenges everyday and that will help your learning

Dislikes

The management is one of the worst I have seen here, no one is there to guide you and even if you initiate some mail then approvals will also not come on time, I have relocation amount pending for about 1 year, so don't expect anything from the top management here.
