Does DOGE really have what it takes to usefully tackle Uncle Sam's tech spending?
- Elon Musk's appointment to head the US Department of Government Efficiency (DOGE) could have implications for federal IT spending. Musk reportedly decided against upgrading Tesla's SAP software a decade ago, instead developing the company's own system, and is known for his cost-cutting mindset. USAID is the first agency to see likely changes, as it may be cut and merged with the State Department. With a tech budget of up to $469.7m, NTT Data is USAID's primary partner. The Department of Health and Human Services and the Department of Defense are bigger targets for Musk to consider.
- Health and Human Services has a total budget of $1.7tn, with Peraton's $1.2bn contract for data processing and hosting an example of big tech companies that would be affected by any widespread cost-cutting.
- Oracle has several deals with the Pentagon and Department of Veterans Affairs, including a $338m contract with the Pentagon, with resellers and systems integration partners such as Mythics and DLT Solutions also high on the DoD’s tech spending list.
- It remains to be seen how much of DOGE’s criticism towards other political and commercial opponents is just noise - and how much is genuinely planned to rein in government spending. Despite Tesla's market valuation, it doesn't rank among the world's 10 biggest vehicle firms in terms of production.
- Reports have suggested that a team of 250 Tesla employees built a new ERP system in just four months, but other sources suggest the system was essentially a manufacturing software bolted onto the side of a Microsoft Dynamics finance system.

- The team has been blocked from accessing Department of Labor data and a 19-year-old member was reportedly sacked by an employer following accusations of sharing sensitive information with a competitor.
- Lawyers with 'elite establishment credentials' are also a part of the DOGE team.
- It is uncertain how DOGE will deal with entrenched systems and relationships that are established within the government.
- In conclusion, it remains to be seen how much of DOGE’s plan is to create a barrage of noise and attacks on Trump and Musk’s political and commercial opponents, and how much is really planned to reel in government spending.
