Musk reportedly decided against upgrading Tesla's SAP software a decade ago, instead developing the company's own system, and is known for his cost-cutting mindset. USAID is the first agency to see likely changes, as it may be cut and merged with the State Department. With a tech budget of up to $469.7m, NTT Data is USAID's primary partner. The Department of Health and Human Services and the Department of Defense are bigger targets for Musk to consider.
- Health and Human Services has a total budget of $1.7tn, with Peraton's $1.2bn contract for data processing and hosting an example of big tech companies that would be affected by any widespread cost-cutting.

- In conclusion, it remains to be seen how much of DOGE’s plan is to create a barrage of noise and attacks on Trump and Musk’s political and commercial opponents, and how much is really planned to reel in government spending.
