Job Description

The Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS drugs aims to strengthen the technical capacity of the National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs drugs, diagnostics and other commodities across India. The Project is led by Plan International (India), the Sub Recipient (SR) for the HIV Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO s response to AIDS epidemic.
The SCMS Project will be implemented by Plan International (India Chapter) as SR and 3PL services providers by the private sector. Plan India is mandated to provide technical assistance for improvement of the supply chains of ARV drugs, diagnostics and other commodities under NACP at national, regional and state level. The project will also leverage the private sector for the distribution of ARV drugs, diagnostics and other commodities to ensure the availability and accessibility of drugs and commodities of the program across facilities.
Job Summary
Reporting to Dy. Project Director SCM, the Capacity Development Manager will be responsible for developing and executing a robust capacity development plan, involving multiple stakeholders for strengthening supply chain capacity of the NACP. While trainings are an important mode of knowledge and skills/competency enhancement, the Capacity Development Manager is expected to work closely with the project team to implement innovative and holistic capacity development approaches, document outputs and change in knowledge, skills and competencies across a large cadre of Supply Chain staff at state, district and sub- district levels.
Responsibilities
The Capacity Development Manager will be the focal person to provide domain expertise on capacity building related actions for the SCMS project. The Capacity Development Manager will work in close coordination with project team and will be responsible for the following major activities:
1. Design, execute and oversee a comprehensive capacity building strategy for strengthening the supply chain capacity in NACP in consultation with the program team and other stakeholders.
2. Conduct a Capacity Building Needs Assessment to understand the capacity building needs of different cadres of supply chain staff under NACP.
3. Facilitate implementation of IT enabled LMS in close coordination with Project teams for HIV programs.
4. Develop a training program using/adapting innovative training-learning materials, including e- learning and m-health tools, and organize training programs on the newly developed SOPs under the NACP.
5. Develop a plan and calendar for cascade of trainings through the trained pool of trainers (Supply Chain Champions).
6. Develop training and learning modules as well as how to do guides.
7. Undertake documentation of training programs and prepare a consolidated training report, identifying key learnings and best practices.
8. Facilitate a mechanism for cross-learning between different supply chain officials between NACP.
9. Ensure the monitoring and evaluation and learning (MEL) for NACP program and provide all key indicators related to the capacity building of staff at national, regional and state level.
10. Participate in the client meeting with Plan India team and share the update on the capacity building;
11. Reporting on capacity building of staff to supervisor or PR as needed.
12. Any other tasks assigned by supervisor and Principle Recipient.
The ideal candidate for the position will have the following skills and competencies:
    1. Master s Degree in Sociology/Social Work Rural Management/Public Health/Health Management/Health Systems Administration. Candidate having education in Supply Chain Management will be given preference.
    2. At least 7- 10 years experience of working in the Development Sector under donor funded programs at national/state level, particularly in public health, preferably in the area of TB/HIV/Supply Chain Management.
    3. Demonstrated experience of conducting needs assessment, development of comprehensive capacity development plans for a diverse group of stakeholders, planning, organizing, evaluating and documenting training programs and other capacity building initiatives.
    4. Strong skills in conducting participatory training with a focus on process facilitation using various adult learning techniques.
    5. Highly skilled in writing reports, technical documents, training manuals and development of training- learning materials.
