About The Role :.

JOB PURPOSE.

To lead and steer the activity intended for improving the overall reliability of Electrical & Instrumentation system & network for entire refinery.

This is for ensuring and achieving operational safety and reliability needed for meeting business goals and target..

To continuously focus on major Reliability concerns exists in Electrical & Instrumentation system & network at Vadinar Refinery site across all Plants, Activities & Processes.

To Ensure permanent resolution of the Reliability concern ..

Authority :To finalize the action plan for improving asset integrity required for meeting business plans..

Identification & management of Electrical & Instrumentation system reliability risks that could adversely affect plant or business operations..

Conduct critical review/assessments/study of Electrical & Instrumentation systems, processes and concerns for reliability..

Directing & coordinating with related functions in order to obtain Reliability & optimum efficiencies from the equipment, utilities, processes and overall facilities..

Develop & Implement plans considering Risk base analysis, Asset integrity & performance ..

To appraise management on status of Major Reliability concerns periodically..

Systems & Procedures :To lead the developmental activities and improvement in the systems to ensure maximum Reliability & Availability of Electrical & Instrumentation system to achieve Business Plan Objectives..

Support & give input on sourcing strategy for Major Electrical & Instrumentation components which affects Reliability of the Plant directly..

Develops engineering solutions to repetitive & major failures and other problems that adversely affect plant operations of Electrical & Instrumentation systems.

These problems include quality, cost or regulatory compliance issues ..

To review & challenge major Reliability related shutdown activities planning related to Electrical & Instrumentation system..

Monitor MOC Evaluation and approval process for Reliability concerns of Electrical & Instrumentation system..

Suggest change in SOP/SMPs (Standard Operating /Maintenance Procedures) considering Reliability/improvement..

Financial Perspective.

Assist or Develop proposals & give inputs on CAPEX , OPEX & TA Budget for enhancing Reliability..

To provide Reliability related inputs for Annual Business plans on existing and revamp projects..

Participative Management.

Coordinate and provide inputs/information related to Reliability concerns of Electrical & Instrumentation systems at various levels periodically..

Highlighting the critical Reliability issues related to current / future project to Management.

To work in close coordination with Electrical & Instrumentation department..

Organization Development, Depth of Management, Learning & Growth of Reliability Team members.

Motivate team members to contribute to identify Reliability issues of Electrical & Instrumentation system & resolve it..

To ensure involvement of concern engineers in identification, resolution and implementation..

OHSAS.

To ensure safe working conditions for all the employees working in electrical & Instrumentation department in one's area of control.

Authority:To stop all the unsafe jobs on observation..

Conduct Site Safety Observation and Cross Functional Audits Review of Safety Audit observations and firm up the course of actions for rectification..

Identify opportunities for enhancing HSEQ performance.

Ensure that all legal obligations are fulfilled within due time limits...

Ensure Mandatory Safety Training & PPE Compliance for all team members..

To ensure compliance of ISO-45001:2018..

Qualifications.

SKILLS & KNOWLEDGE.

Educational Qualifications & Certifications :.

Graduate Engineer (Electrical/Instrumentation).

Relevant (Functional/Level) & Total Years of Experience:.

Engineering graduate Min 20 to 25 years of experience in the relevant field of Electrical/Instrumentation maintenance in large Oil Refinery/Petrochemical/Fertilizer unit..

Should have experience of 220KV switchyard, HT/LT switchgear,) HT/LT Motors , Power & Distribution Transformers (up to 140 MVA Capacity).

Relay protection schemes, Numerical relays of ABB, Areva, Siemen make, Load Shedding & islanding scheme, Emergency DG sets, 33 KV transmission line, HT/LT cables..

Exposure to engineering function related to instrumentation..

Functional Skills:.

In depth knowledge of maintenance of Electrical & Instrumentation equipment & systems and electrical/Instrumentation equipments/materials used in Oil Refinery..

Knowledge of electrical circuits and its trouble shooting.

Knowledge on Safety Trip Interlocks Procedure..

Well conversant with computer operations and SAP..

Should have knowledge of product, quality parameters, environment, Safety and Energy Management..

He should be aware about Energy policy, significant energy uses, Energy objectives and Energy Management System..
