Instrumentation Engineer (Offroll)

Accountabilities & Responsibilities

Overall

• Hands on experience in execution of Instrumentation Works in Oil and gas, Petrochemicals Projects during construction, pre-commissioning & commissioning phases of the Project
• Take ownership and responsibility for Safety, Quality Schedule and Cost during Construction of the Project.
• Support Project Manager to maintain Quality, Schedule and Cost of the Project as per approved Baselines
• Shall have thorough understanding of P&IDs, All Construction documents related to Instrumentation Works
• Plan, coordinate, expedite timely execution of Instrumentation works by PMC / EPC Contractor
• Ensure timely receipt of Drawings, AFCs, material at Site to release Construction Work
• Monitor progress on daily / weekly basis, identify and address bottlenecks, alert Project Manager in time on any potential delay or Cost Overruns
• Ensure Project / Company HSE goals are achieved
• Ensure Codes, Standards and Project Specifications are strictly followed by PMC / EPC Contractor
• Manage interface issues with other disciplines (like Process, Electrical, Piping, Civil & Structural and Mechanical etc.) during execution & commissioning.

Routine Work

• To visit Construction Site daily to check Instrumentation Work is carried out by Contractor is as per approved QA/QC Plan, Project Specifications, AFCs, etc
• Review / approve of QAP / ITP, Method Statement covering Cable Laying, Glanding & Termination, Cable Trays / Instrument Supports Fabrication & Installation, JBs and Field Instruments Installation, Calibration of Field Instruments, Analysers, F&G Detectors
• Supervise installation of MCTs, Marshalling Cabinets, System Cabinets, Cabling, Glanding, Termination of Cables, etc
• Monito / Review / Approve Powering up of Cabinets, Field Instruments, F&G Detectors, Analyser Houses
• Monitor / Review / Approve Continuity Check, Loop Checks, Participate in Site Acceptance Test of ICSS
• Expedite Liquidation of Punch Lists, expedite signing off Format Systems to achieve Mechanical Completion of Loops / Systems / Project
• Participate in periodic quality audits.
• Ensure timely closure of Site queries, Non-conformance Reports, Deviations, etc. by PMC / EPC Contractor
• Review RA Bills for payment verification / certification
• Monitor Procurement Activities related to Instrumentation to ensure material work front availability
• Monitor material receipt, Inspect them for quality and quantity, storage and preservation. Approve material reconciliation during handing over by Contractor
• Review / Approve As-builts and Final documentation
• Review deployment of manpower and machineries deployed by Contractor is as per requirement.
• Participate in quality audits, Pre-Start up Safety Review (PSSR).

Key Challenges

• Coordination with internal and external stakeholders for timely completion of Instrumentation & Control construction works as per Schedule.
• Ensure compliance to all Standards, Statutory Requirement and Project Specifications by PMC / EPC Contractors.
• Responsible for the preparation, execution and mechanical completion of the Project.
• Responsible for managing a dedicated contractor work force in the area, be part of integrated team managing a combined resourced construction/commissioning team.

Relevant (Functional/Level) & Total Years of Experience:

• Hands on experience in execution of Instrumentation & Control Works in Brown / Green Field Projects in Refinery. Up-to-date knowledge in latest Codes & Standards.
• 8 - 13 years Experience in Instrumentation Construction Work.

Functional Skills:

• Hand-on experience in Installation and Commissioning of Field Instruments in Refinery
• Hands on experience in ICSS systems especially Yokogawa systems will be added advantage.
• Conversant with HART & Field Bus Technology, Modbus, OPC etc. Protocols.
• Knowledge of Instrumentation & Control construction standards
• Ability of review cost estimates, time schedules and other project control documents related to site construction.
