Job Description

Job Summary:

The Compliance and Payroll Manager is responsible for ensuring the organization's payroll operations and compliance with all statutory regulations and labor laws in India. This role requires overseeing payroll processing, taxation, compliance with legal requirements, and audits while ensuring smooth, timely, and accurate salary disbursement.

Key Responsibilities:

Payroll Management:

  • Oversee end-to-end payroll processing, ensuring accuracy and timely disbursement of salaries, bonuses, and incentives.
  • Manage deductions, including Provident Fund (PF), Employee State Insurance (ESI), Professional Tax (PT), and other relevant statutory deductions.
  • Ensure compliance with tax-related laws and oversee the preparation and filing of income tax returns, TDS (Tax Deducted at Source) filings, and annual returns for employees.
  • Generate payslips and reports for employees, management, and government authorities.
  • Coordinate with the finance team for payroll accounting, reconciliation, and closing.

Compliance & Regulatory Adherence:

  • Ensure the organization adheres to all labor laws, including the Shops & Establishment Act, Industrial Disputes Act, and other applicable employment laws.
  • Monitor changes in relevant local, state, and national regulations related to payroll, taxes, and employee benefits.
  • Maintain statutory compliance for mandatory contributions such as PF, ESI, Gratuity, and Labour Welfare Fund.
  • Ensure timely filing of statutory returns and documentation, including ESI, PF, and Professional Tax (PT).
  • Prepare and maintain reports for compliance audits and regulatory reviews.

Employee Benefits & Administration:

  • Manage and review employee benefits, such as health insurance, pension schemes, leave policies, and other fringe benefits.
  • Oversee the administration of bonuses, performance-based incentives, and any other ad hoc payroll-related expenses.
  • Resolve payroll discrepancies and employee queries related to salaries, deductions, and tax-related concerns.

Recordkeeping & Reporting:

  • Maintain accurate and up-to-date records of payroll data, including tax records, employee salary details, and related documents.
  • Provide payroll and compliance-related reports to senior management, HR, and finance teams.
  • Ensure all payroll-related documents and reports are stored securely and are easily accessible for audits.

Internal Controls & Auditing:

  • Conduct internal audits to ensure that payroll processes, policies, and procedures are in compliance with legal requirements.
  • Liaise with external auditors to ensure that payroll and compliance processes are accurately reviewed and aligned with regulations.
  • Identify and implement best practices to enhance efficiency in payroll processing and compliance management.

Stakeholder Communication:

  • Act as a liaison between employees, HR, and finance regarding compliance and payroll issues.
  • Communicate policy updates, regulatory changes, and payroll matters to employees and management effectively.

Technology & Systems Management:

  • Implement and manage payroll systems, ensuring data security and compliance with privacy standards.
  • Explore and suggest technology solutions that can improve payroll efficiency and compliance management.

Qualifications & Skills:

Educational Qualifications:

  • Bachelors degree in Accounting, Finance, Business Administration, or a related field.
  • Certification or specialized training in payroll management, taxation, or HR is a plus.

Experience:

  • Minimum of 4-6 years of experience in payroll and compliance management, preferably in a large organization or with exposure to multi-state payroll operations.
  • Strong knowledge of Indian labor laws and statutory requirements.

Skills:

  • Deep understanding of tax laws, PF, ESI, and other statutory benefits in India.
  • Proficiency in payroll software and MS Office Suite (Excel, Word, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple tasks and meet deadlines.
