• Experience using Sam.Gov, GovWin, FedBizOpps, Bidnet, BidSync, Bidprime, FPDS, Civcast and Central Biddings etc.

As a Proposal Writer or Proposal Manager (RFP/RFQ/RFI)/ Bid Manager, the individual will review RFPs, write, review, and develop proposals as well as manage proposal development activities. In this role, the Proposal Manager will be involved in bid no/go discussions and criteria, gathering and formatting information; writing drafts; obtaining approval, and managing all deadlines related to proposals. Additionally, the individual will be responsible and accountable for managing and tracking all proposals and contracts awarded. The Proposal Manager also ensures compliance with applicable federal regulations, as well as RFP terms and conditions.

Education/Experience:

• 2 or more years of experience responding to government proposals.
• 3 or more years of experience in developing and managing proposals.
• Prior experience with Federal Government Proposal responses (RFPs).
• Expertise in full cycle proposal/contract writing (RFP release, submittal, and contract award).
• Technical Documentation and Layout Skills are required.

Desired Skills:

• Computer and IT Technical Writer preferred.
• Shipley training or Shipley certification.
• Project management training or certification.
• Experience using GovWin, FedBizOpps, Bidnet, BidSync, Bidprime, Sam, GSA and FPDS etc.
• Demonstrated track record of successful Bid Management of large / medium size deals.

Additional Requirements:

• Ability to manage multiple efforts at one time.
• Must be able to work independently to put together content into a compliant proposal.
• Must be able to create technical content specific to the contract needs.
• Excellent written communication, coordination, and presentation skills.
