Position Grade : Assistant Manager (AM)

The In-charge of Control Group for Hull/Steel Fabrication oversees all control activities within the hull/steel fabrication department. This role is critical in ensuring that steel structures and hull components are fabricated in compliance with engineering specifications, quality standards, and project timelines. Reporting directly to the Head of Hull/Steel Fabrication, the role includes project planning, monitoring, quality control, and adherence to regulatory standards. The position aims to optimize resource utilization, maintain safety standards, and contribute to overall project efficiency in line with organizational objectives.

Project Planning and Control:

• Develop and oversee project schedules and work plans for hull and steel fabrication, aligning with project requirements and deadlines.
• Ensure that fabrication processes adhere to established timelines, resource allocations, and quality standards.

Quality Assurance and Compliance:

• Monitor fabrication processes to ensure adherence to quality and engineering standards, specifications, and class requirements.
• Conduct regular quality checks and inspections, ensuring that all fabricated structures meet regulatory and safety guidelines.
• Work closely with the QA/QC team to resolve any quality-related issues and implement corrective actions as necessary.

Resource Management:

• Oversee the allocation of resources, including manpower, equipment, and materials, to ensure optimal efficiency and cost-effectiveness.
• Align with the Head of Hull/Steel Fabrication to adjust resources based on project demands and priorities.

Technical Supervision and Troubleshooting:

• Provide technical guidance and troubleshoot fabrication issues to support smooth operations.
• Review engineering drawings, specifications, and work instructions to ensure clarity and feasibility of the fabrication processes.

Health, Safety, and Environment (HSE) Compliance:

• Enforce strict adherence to safety protocols and environmental regulations within the control group.
• Regularly update risk assessments and implement mitigation measures to minimize workplace hazards.

Continuous Improvement:

• Lead initiatives for process improvements, cost optimization, and reduction in cycle times within the control group.
• Implement Lean and Six Sigma methodologies as appropriate to enhance operational efficiencies.

Internal: 

• Head of Hull/Steel Fabrication: Regular reporting on project status, resource needs, and operational challenges.
• Production Teams: Coordinate closely to ensure smooth workflow and adherence to schedules.
• Engineering Team: Collaborate on technical clarifications, drawing reviews, and design updates.
• Quality Assurance/Quality Control (QA/QC) Team: Work together to conduct quality inspections and resolve fabrication quality issues.
• HSE Department: Coordinate for compliance with health, safety, and environmental regulations.
• Planning & Project Management: Work with project managers for creation of project schedules and monitoring of progress in Hull/Steel fabrication.

External:

• Classifications and Surveyors: Liaise with surveyors from classification societies for inspections and certifications.
• Suppliers and Vendors: Coordinate with support from procurement for timely supply of materials and address any issues related to quality or specifications.
• Clients: Communicate project status, particularly around quality compliance and timeline adherence (as required by project scope).
• As per DOA policy

Qualifications, Experience and Skills

Preferred Qualifications: 

• Bachelors degree in Mechanical Engineering, Marine Engineering, Naval Architecture or related field. 
• A master’s degree or equivalent in project management or industrial engineering is an advantage.
• PMP or equivalent project management certification preferred.
• Certification in Lean or Six Sigma methodologies preferred.

Preferred Experience:

• Minimum of 6-10 years of experience in hull/steel fabrication within a shipyard or heavy industry environment.
• Prior experience in project control, quality assurance, and resource management within shipbuilding or steel fabrication is essential.

Functional Competency:

• Proficiency in steel fabrication techniques, welding processes, and quality standards in the shipbuilding industry.
• Through understanding of ship construction/production drawings and ability to interpret P & ID/isometrics.
• Familiarity with CAD software and project management tools (e.g., MS Project).
• Knowledge of classification society requirements, regulatory standards, and health/safety/environmental protocols.
